[The following comes from a report on a subsequent strike in February 2012---see the end of the second paragraph. It only notes that a strike occurred in the same place in August 2010, not the exact date. I have therefore placed the strike in the middle of the month, on the 15th].

“哎!拖着人了,还往前开?”当日9时许,记者来到灵武市宁东镇建行路口的临时候车区,还没下车,就听到远处传来一阵喧哗声。只见一群人在几辆停运的大巴车之间,围追一辆违规载客的出租车,一名男子拉开车门揪着司机,跟着出租车跑了十几米远,险象环生。

跟着这辆“黑出租”奔跑的男子是大巴车司机秦师傅。说起非法运营车辆,秦师傅气不打一处来:“我昨天出车,47座的客车一趟只拉了6个人!一天跑4个单线,才拉三四十名乘客。这日子没法过了!”说话间,其他司乘人员涌上来,七嘴八舌痛陈“黑车”带来的影响。乘务员吴女士给记者算了一笔账:一辆班线大巴车每月毛利润3万多元,支出燃油费1.5万元、过路费4000多元、公司管理和税费等1万元,再加上司乘人员5000多元的工资,经常入不敷出。更让大巴经营者不堪重负的是,一辆车投入就要七八十万元,自付一半、贷款一半,每个月要还8000元到1万元的按揭贷款,而现有的经营状况,根本无法维持。“我们2010年8月就罢运过一次,早上停了半天,下午监管部门做工作后又开始跑车,但非法运营车辆冲击正规客运车辆的问题至今没有从根本上得到解决。”一位司乘人员说。

据了解,灵武市共有197辆出租车,其中30辆负责在河东机场营运,其余160余辆在灵武市区运营。在宁东镇,前往银川的班线客车共有49个班次30余辆,平均每14分钟一班,高峰期可达10到12分钟一班。从现有运力来看,完全可以满足居民的出行需求。但当地一些居民称,灵武市的出租车主要在市区跑,宁东街头基本见不到,为了图方便,很多人便经常乘坐“黑出租”,而不到指定候车区等待大巴车。据班线客车司乘人员统计,每天进出往返宁东的“黑车”有400多辆次。
